my husband would like to adopt my children from a previous relationship. the bio-parent has had no contact for a number of years and i have no idea where to find him how can we go about the adoption with these obstacles

This is not a do it yourself project. You really need to hire an attorney.

Notification is usually required in most states but each state has their own laws and requirements on how to go about doing that.
