Is there a law (in writing somewhere) that has the merchants responsibility of exchanging or giving money back on copyrighted materials such as opened CD, DVD, computer software etc?

I work for a retailer and it seems very easy for someone to buy a game or something make a copy and then return the item for their money back-

Nope. Your customer buys it, opens it it's theirs :D

This is a case of store policy, NOT law.

*** No. A merchant has no statutory obligation to refund money in any case after the sale. The fact that a merchant does is a matter of their policy.... and they can restrict the policy to exclude certain sales or items. If a merchant offers any refunds at all, they should state the policy in clear language in the store or on the receipt.
