How does one go about filing "papers" (I don't know which papers) for child support/visitation in Maine? If the parents were on food stamps at one time, does DHS have to be involved? Also, can a lawyer/mediator put stipulations in the agreement that says the primary custodial parent can not interfere with visitation and has to PICK UP THE PHONE when the non-custodial parent calls? BTW - there was never a legal agreement. Thanks
