I recently got engaged to a single mother who I knew long before she had her daughter. I'm going to adopt her daughter. The biological is a total deadbeat and has never seen the child or made contact with her mother since a couple months before the child was born, she is 3 years old now. I was wondering, since he has never seen or had any contact with the child, does he have any right to say that I can adopt her or do we have to contact him about the adoption. We would both like for this deadbeat to stay out of all of our lives. I have hear that he has to be contacted before I can adopt. Is this true?
