A "Special Prosecutor" is an attorney who is "specially appointed" for a particular, single, task or prosecution; e.g., Attorney Kenneth Starr was the "Special Prosecutor" against President William (Bill) Clinton in the Clinton "Impeachment" investigation and hearings.
