can a state ignore a court order another state has given in child support reducton. And can that state legally do this after 11 years? what are the statue of limitations on this. If a father has paid the reduction order on a regular basis, can that difference in the pay be considered back child support and then charged interest after a number of years has gone by? Especially after the other party never said or did anything to object to the court ordered reduction.

They can if the court reducing the amount did not have jurisdiction. I can not answer this fully without a lot more details.
