What is the name of your state? Louisiana

Man and woman get married. Wife births 2 children. After birth of 2nd child (about 3 mos. old), wife says this child is not for husband. Couple divorce, and decree states that child 1 is for husband, but child 2 is not. Child 2 is raised by wife's second husband and acknowledged as his biological child, yet husband one's name remains on the birth certificate. Can husband one have his name removed from the birth certificate, and if not, can this raise child support issues now and heir issues upon his death?
