What is the name of your state? Commonwealth of Virginia

I would for a State Agency in Va. I am the Director of a Training Facility. Some Instructors like to play music prior to the class, during breaks, etc. This is commercially obtained by them. By allowing this music to be played is there a copyright violation? We do not charge for the classes and they are for Gov't employees olnly

It depends on if the 'performance' is for their own personal enjoyment or for the enjoyment of the students. If for the students, then I'd be very wary of infringement claims.
