What is the name of your state? What is the name of your state? California

I would like to get some advice on this situation.

Here it is.
A photographer took pics of me and told me he would send them to me, but now he will not send me the photos. He will send them only if I let him post the photos on a website. He never initially said this. Can he do this? Is this legal? Please help. Thanks

My response:

So far, I don't see anything about a contract. No contract? Then he can take the photos and keep them. He cannot legally publish your photos without your written consent.

No contract. No release. But there was there was a written agreement that he would send the photos. Now he is saying something entirely different. He now say that the negatives are damaged (he said the negatives turned out good before) also he is now saying that I have pay an expensive price in order to obtain a copy. Which I don't understand since he said the negatives were damaged. He never stated a price in the written agreement. This is all confusing to me. Is there anything that I can do now?
