adverse possesion state land

What is the name of your state? New York
My neighbor borders approx 5 acres of state land. They have removed trees from approx 1-2 of those acres and have planted grass and a few gardens. Although to some this may look pretty, we live in a developed area and the woods were special for some of us. We don't like seeing them dissapear. Plus they remove a little more each year. Is it possible for these people to claim adverse possesion for state land? I did try to look this up, but can't seem to get a definate answer.

**A: the answer is No. AP can not be used to aquire government property.
