I purchased my home in Sept 2003 and had a survey done ... my neighbor removed the wooden stake that marked the front corner of my lot... even admitted it to me ... In the back yard the neighbor's fence at various points is 2.4' to 4.8' on my property but there is no fence in the front yard ... what rights do I have to establish my property line the front yard? Do I have the right to claim the property in the back yard too?

You don't need to 'Claim' anything. If you had a survey done when you purchased the house and the fence is encroaching on your property, write the neighbor a nice Cease and Desist letter, Certified (RRR) asking that he/she remedy the encroachment within 5 days.
