building a unwanted county road

What is the name of your state? Idaho
I live in a very small town, population around 50. In 1909 a plot for my township was made. In the time since, more than 80% of the easements, right a ways and county roads have been vacated. My problem is, that I had this ornary neighbor who used to drive my road, with permission, untill i locked him out..He is pissed that he can no longer use my road..(With the help of you guys, I locked him off my land for good. I want to thank you for that) Now He wants to develope a county road, that goes through my property, and my neighbors. Although he allready has two different accesses to his home already. The county is going to let him do this, but they are not going to pick it up and maintain it. so, basically he is building this road for his private use. He is only doing this because he is a ?????. The road is vacated once it reaches his property, so it does not serve the public anymore.it only serves him. can I do anything about this...Have'nt they disolved the township anyway, because of all vacated roads, there is only 3 unvacated roads left in this old township..any help would be appreciated thanks tonjuark

well, iam screwed!!! this is a nonvacated county aveune. Although the purpose of the road is no longer needed, because it dead ends at the end of my property, and the other vacated avenues. Thank you for your help, just really hated to see this spoiled big baby on the hill get his way, with yet another new road...thanks again tonjuark
