What is the name of your state? OKLAHOMA

My brother haS 2 Ex-wives, 2 children with the first wife and 1 child with the 2nd wife. The 1st wife is very good to him concerning child support, she is not greedy and only wants what she needs. Him and the 1st wife had agreed 3 years ago to have some child support taken out of his check, and he pay the remaining amount later in the month, and this worked well for them. The 2nd wife is a nightmare. In Jan '04 she took him back to court to get more child support. For some reason, wires got crossed and in that same month, she started receiving wife 1's child support (that was garnished). My brother nor his lawyer were ever notified that wife 2 was getting wife 1's money. (Wife 1 never spoke up about not getting the garnished money)They have went back to court and he received a credit for the amount over paid to wife 2 (not the whole amount), but he is now behind on wife 1. Is there some kind of fraud going on to nail wife 2, seeing as how she KNEW she was getting overpaid?
Also, is there some organization or program to help him get through this mess? He makes decent money, yet it is all going toward child support and lawyers, leaving him living BELOW the poverty limits once he has paid his monthly dues. Oklahoma needs child support reform to get the "deadbeat" mothers off welfare and into the working world so the fathers do not have to support her as welll as the children.
