What does "attempted possession of a controlled substance" mean? Does it mean the person "almost" had it, or ran before they took possession, or what?

Self-explanatory. It means the person of which you speak attempted to gain control of a controlled sentence. For whatever reason, they failed. Now they're charged with attempted possession of a controlled substance.
