I am not familiar with California law. My answer is based only on dental issues that relate to the cracking and chipping of crowns. You did not say if you have porcelain or ceramic crowns. Ceramic crowns are still in the development process and although they appear to be the answer to cracking and chipping, not all dentist are using ceramic. Porcelain is known to chip and to crack. The personal habits of the wearer influence how soon these defects develop. If you crack ice with your teeth or if you are a forceful chewer or a during sleep teeth-grinder, chipping and cracks will develop earlier than in someone who does not.
Chipping and cracking of the veneers does not indicate negligence or a reason to seek compensation--provided the veneers were created properly. If the mix was old or not properly constitued or properly 'set', then you may have reason to seek replacement of the veneers. About the only way you are going to be able to determine if the mix was properly created and applied is to have your crowns evaluated by another dentist or maker of crowns and veneers. If it is determined that improper technique caused premature destruction of the crowns/veneer, then consult with an attorney in your area (the area of the dentist who applied the crowns).
Best wishes,
