Incorporation of unincorporated rural area

What is the name of your state? AZ
We live in a rural area of AZ that is unincorporated. All properties are 1.4 acres or more as per county zoning. About 5 miles away from our area several large housing developments have sprung up along the corridor of a main road. This corridor is expected to grow in leaps and bounds in the next few years. A couple of land developers have started a push to incorporate a new city in this area and want to include our rural foothills area as well. The men who are in charge of the incorporation own large pieces of undeveloped land in the rural foothills area and refuse to remove it from their boundaries.
According to the AZ statutes for incorporation, it says that only "urban" areas can be incorporated and not "rural". I cant find any legal definition for the state of AZ to find out if we are legally defined as "rural" or "urban".
If we are legally "rural" would they still be able to include us within their boundaries even though the residents in this area are against it?
