What is the name of your state? California
When I was hired the employee handbook given to me stated that I would be eligible for health, paid holidays, sick leave, and vacations after 90 days of full time work. Just as I was about to become eligible, about 6 months after hire date but slightly under 90 days of full time work, the employer rewrote the handbook making the eligibility period 6 months of full time work.
Can they move the cheese after hiring me but just before I became eligible for full benefits?

Unless they changed the rules SPECIFICALLY for the purpose of preventing you from obtaining benefits, yes, they can. An employee handbook is not a contract 99.99999% of the time. An employer maintains the right to change their benefit policy as their needs require.
