bogus financial status-low judgement payment installments

I was awarded a $5000 judgement against a plaintiff on my counter claim. The plaintiff has called and left me a message claiming that he can not afford to pay the judgement and can only make monthly payments of $100 to me. He claims the judge has already approved this plan and only has to go and sign some paperwork. I know that the guy is lying about his finances because I knew him fairly well before this case..he is single with no dependants, owns at least 2 homes, 2 high end cars, a motorcycle and is a highly-paid scientist. What I want to know is could this story possibly be true? Through all the information I was able to gather, it seems like I would have to approve any payment installation plan. Is that correct? If not, how can I prevent this bogus payment plan from happening? He is most definately the type to falsify his financial records without blinking an eye. My plan all along has been to garnish his wages, but now......? Any information is appreciated!!!!
