What is the name of your state? CALIFORNIA

My backyard neighbor has been threatening me to tear down a three house and a chimney I had built. Meanwhile I had a survey done and learned my property goes 4 feet behind the property fence into his back yard, when I sent him a letter telling him about it, he responded "do not build in my property i have a prescriptive easement"... the fence has been mistakenly there for more than 20 years, but... Isn't there anything I can do?
a) Could I plant a barrier of trees in my property even if he does have an easement? or I can't even touch my own property?
b) Can I tear down the fence so I can regain acces to my own property aswell?
c) How can I get him back, or is there a way to reverse the prescriptive easement?
d) Now, can he build in that strip of land? and if he tries how can I stop him from doing so?
