I live in California and have a brother that is suing me for a property that was left to me by our parent that he claims he purchased from them. By the way, the property in question is in the Philippine Islands. My question is, does his attorney have the right to send summons here in the United States? HELP

A summons for what, exactly - To notify you of the suit? If you said yes then the answer is yes. How else would you get notified of pending litigation against you. There is no law against offshore notification of a pending suit against an American named in the suit.
