..I'm in California, but my totally ignorant question is: How does a person FIND OUT what the laws are on their own? I realize that court cases and such can change how a law is interpreted, but..

Where & how does a regular person find all the laws that apply to their situation - whether it's a city, county, state or federal law/ordinance/wutev? And also, how does one find out how that law has been interpreted by courts in the past? Is there a relatively easy and FREE way a person can be informed?

There are numerous resources on this website and others. You can also check at your local library and your city government offices for local codes and regulations.

It really depends on what you are looking for and how deep you are researching the situation.

And if there is a law school near you, they may have a law library open to assist you, or even students who are available to help with basic questions.

If you have a specific city or county that you are interested in, someone here may be able to direct you to specific resources.
