What is the name of your state? MA

I was in NH and bumped a car (who is from yet another state) at a stop (at 1 mph if that). There was scratches on my paint and some paint chipped away on the other car. I'm sure that I will be deamed at fault. Am I wrong to assume that if the other driver wants to receive any money from my insurance company that they should call my insurance company and I'll just wait for them to do so?
I called the local police and a police report was filed, citing only bumper scratches and no injuries were mentioned. What is the statute of limitation for them to make a claim with my insurance company?
