What is the name of your state? What is the name of your state? DC
A (NH resident) sells car to B (Vermont resident). B moves to DC. B never registers car. Registration expires. B gets lots of parking tickets in DC. B is VERY lucky, as the car is never booted or towed. B moves to NY, and finally registers car. What is likely to happen to A and B? Nothing? Can A avoid any collections efforts by demonstrating that he sold the car? Is DC too stupid to even find B? As a practical matter, does B stand to experience any negative consequences for his bad behavior?

If A can prove he sold the car, then nothing to him.

B sounds like he's gonna have some parking fines to pay.

How is this likely to play out? Collection efforts against A, followed by collection against B, once A demonstrates that he didn't own the car?
