Can an online business do this?

I made a purchase online (preorder) for a game called Donkey Konga. It was described as "Bongos / Game" for $29.99. I was aware that you can also preorder the bongos only for around the same price, but since they had it listed as both, I jumped on it. Retail for the game and bongos (sold as a set) is around $49.99. My confirmation e-mail also states the bongos and game. A couple days later I received another e-mail from them, not cancelling my order, but now showing it as "BONGOS ONLY". I sent an e-mail to them and they responded with cancelling my order.
My question is, can an online business do this? Or is this bait and switch?
