There is no such thing as an easy to read and understand site, publication, etc. for HIPAA guidelines. It is a federal law and has ever-evolving federal guidelines, rules, and implementation of its rules and regs and ever-evolving changes to the basic law. If not already, soon HIPAA will be the largest and fastest growing animal/organism on earth or in the known solar system.

If you want to read on what you think will apply to your circumstances, do a web search for HIPAA and then search the HIPAA site for sections related to minors. Just because you read something that you think applies to your situation does not mean that it will actually apply or that a violation of the particular section you read will lead to any action being taken by HIPAA or through a lawsuit.

In case you can't tell, I think HIPAA has created more problems that it set out to solve and in trying to correct itself, has made a bigger mess.

Isn't that the truth... I was able to learn Geometry better then most of the ever changing HIPPA laws and I failed Geometry..lol

The problem with HIPPA is that it applies to everyone and not case or individual specific. On top of all of this with all the hoopla about it most care givers aren't willing to take ANY risks at violating it which in turn doesn't give the proper information to the proper people when needed.
