2nd TaxId / SSN

What is the name of your state? MD
If someone receives a Tax Id, and uses it as a second SSN for credit applications, it that illegal? It is still the credit for the same person. They have the same number of digits. Of course no SS benefits would be expected for the Tax Id, just a 2nd chance on building a good credit rating.

That is ILLEGAL!!!
"You could be charged and prosecuted for mail or wire fraud if you use the mail or telephone to apply for credit and provide false information. It's a federal crime to make false statements on a loan or credit application, to misrepresent your Social Security Number, and to obtain an Employer Identification Number from the Internal Revenue Service under false pretenses."

Thanks! You helped me find some other links about it on the web. Some "credit repair" offers advocate doing this, and say it is legal, but it really is not.

It's great you didn't fall for that. Most credit repair companies are scams. Anything legal they can do, you can do. They are a lot of good sites and books dealing with credit repair legally. View as many of the threads in Debt Collections and Banks and Credit Cards as you can. Also try creditboards.com. That will give you a start.

The use of a Tax ID number is legal to obtain and use, BUT it is illegal to miss-use the number to defraud creditors or fool creditors.
