What is the name of your state?What is the name of your state? Oregon

My brother, now an Arizona resident, owes me money from an estate(less than $5,000) and estate was from California. I know I can sue him in AZ and probably the jurisdiction in CA where the estate was processed, but can I sue him in small claims court in OR?

Was brother the executor of the estate??

Was there enough assets in the estate after bills were paid to be able to pay you?

Why not sue him in Arizona and get your own attorney there to handle it for you?
