When a person is arrested in their home, for being under the influence of a controlled substance, can that person be drug tested (blood test) at the jail, without their written consent?

Yes they can.

Since the evidence is being destroyed (metabolized) an exigency exists ... and as such, it in an exception to the warrant requirement of the 4th Amendment.
