A lady agreed to have work done on her house for 20,000

If a job was done without a contractors permit,(did not know you needed on for work over 750.00) because the lady said one was not needed, however she nows goes and turns "Randy" to the Board of Contractors- And Randy gets a Crimminal Citation and a warning for his first ever offence.for doing a job not being a contractor, she was told he was not. The lady agreed to all work being done several witnesses-
Question is should he hire a attorney ? or should he go to the public defenders office first , befor he goes to the DA to pleede not guilty-
t is proper to have your witnesses write letters and have them notorized and send copies to the Borad of Contractors and the defenders/attorneys office until court-
Is it hard to subpena (sp) someone to court that also can be used as a witness or is that how it has to be done for ever one too.
Work was always done with the ladys agreements to pay 2500 weekly until project was done.

And when they ask if the ladys was recorded he said oh I forgot to record it, Is (Randy" allowed to seek legal advice before something is to be recorded. NOthing was said bad..
