As an "at will" employee, if I'm laid off because of cutbacks and was getting 3 weeks vacation per year, am I entitled to being paid for the remaining week I have not taken. The last company manual I've seen is dated the year 2000 and it simply states I'm entitled to 3 weeks vacation after 5 years of service of which I have 7 years.

NY law does not require the pay out of vacation time at termination. Whether you are owed that last week or not will depend on how the time accrues (few companies give it to you all in a block) and exactly how the policy is written.
