Some possible reasons: it's their insurance company (by "their", you mean the owner/driver of the other vehicle?); the police report is based on hearsay; the officer drew his/her conclusion based on hearsay; a police report is generally inadmissible in court and "their" insurance company is relying on this; 'their' insurance company based its decision on its insured's statement. These are only possible reasons...can't really say based on your post.
