Should I get my daughter a lawyer?

My daughter is 16 and was raped a couple of months ago. The guy that did this has been locked up in juvenile since then because he had warrants out. (he's 15). He's denying that he raped her. He has a lawyer that was appointed to him from the juvenile office. I asked the correctional officer if I needed to get my daughter a lawyer and she said no, that the "in-house" lawyer wouldn't let her be asked anything that wasn't relevant to the case and that juvenile victims don't usually hire a lawyer. Is this standard procedure??

Standard or not, if it was my child I would have contacted an attorney yesterday.
