Our neighbors tree (roots and all) fell over during Hurricane Charley which uprooted one side of fence. In order to get our fenced fixed, the tree stump needs to be removed and the hole refilled. However, our neighbor has done nothing to fix the problem. Our dogs need their backyard back. Can we hire someone to "move" the stump far enough away from our property to get our fence fixed? What other recourse do we have?
