HIPPA Violation What now

ILLINOIS IS THE STATE IN QUESTION. My father was in the hospital for open heart surgery. The wife of his subordinate co-worker works in the cardiac department (she was NOT his nurse) and pulled his file. She then told her husband who went back to the work site and told people of his procedure (how many by-passes and so on).

This individual has consistently been trying to get my fathers supervisory position and may now use this information to convince administration that he will be unable to return to work and/or perform duties as assigned (Yes, speculation, but most likely the end result). This is obviously a HIPPA violation. What now? How does one proceed filing HIPPA charges?
