Can you get in trouble at all based on photos? ie: if a group of friends over a year ago take photos while smoking?

Probably not directly. But, the photos could be sufficient to support a search warrant or can be used against someone who says they never tried or were around drugs.

But, by itself, the photos are not likely to result in criminal charges as the items in the picture cannot be seized and tested.
