I live in Wisconsin, and I would like to start a petition that is against HR 163. HR 163 deals with a mandatory draft for all men and women between the ages of 18 and 26. What legal things do I need to know when writing a petition? How and who do I present the petition to?

last i heard, that particular bill is dead in the water. not even the bill's sponsor is trying to push it forward.
