My employer withheld money for insurance payments and tehn didn't pay the bill and now our insurance in jepordy of being canceld. What can we do legaly?

Are you SURE your employer didn't pay the insurance bill? It does happen that these things cross in the mail. I've had that happen several times simply due to the Accounts Payble payment cycle. The premium check goes out timely but the "your coverage will be cancelled as of mo/da/yr" for non-payment has also been mailed - and insurance companies are notoriously prompt about advance notice of that sort of thing.

Before you do anything, you need to find out if this is just mis-timing of the payment/billing cycle or whether your employer honestly didn't pay the premiums. If the latter is the case, then contact the federal Department of Labor to file a complaint. But be sure you know what's going on before you do.
