What is the name of your state? Utah
I recently recieved a handicaped parking ticket at my student housing appt complex, but I wasn't parked in a handicaped spot I was parked next to it in the striped area. I contested it, but can they really charge me for hanicaped parking in a loading zone? And any ways there's not even any handicaped people that live here...

They sure can. And if you ever do that here in Nashville, you'll meet me. The last person who tried to take off after I called the police on them ended up in jail.

Next time, try to think about why that area is there? Any ideas?

In most places, the striped zone next to the handicap zone is also considered PART of the handicap spot.

Take a picture of the location and contest the parking cite with the city.
