What is the name of your state? MD

I applied for a franchise along with my spouse. We received the UFOC that the FCC requires stating franchisor & franchisee obligations, etc. The UFOC had language that stated that upon death or disability that the franchise must be transferred to an acceptable party within 90 days. Being disabled, I considered not putting myself out front but decided to follow through. we ultimately were denied and do believe my disability was a factor. The question I have though is, wouldn't the language they used in the UFOC be considered discriminanatory?
