Left side / Right side of property Who's Responsible?

Hi I've heard that when facing your house from the street you are only responsible for the fence on the right side of the property, while the left hand neighbor is responsible for the left side of the property. Anyone know if this true?

Also, I was wondering if by law a rental property needs a fence between neighbors?

841. Coterminous owners are mutually bound equally to maintain:
1. The boundaries and monuments between them;
2. The fences between them, unless one of them chooses to let his land lie without fencing; in which case, if he afterwards incloses it, he must refund to the other a just proportion of the value, at that time, of any division fence made by the latter.
