Simple. It is NOT legal and the 16 or 17 year old can be charged with a variety of criminal violations.
As for which ones.... it is clear that you are either the 14 year old (as you seem sure of THAT age), or this is a homework assignment (due to the age 'range' of the older CHILD!).

The 'right' statute depends entirely on the EXACT contact and situations. It is simply not possible to be specific until such time as the criminal act occurs. Until then, only a RANGE of possibilties can be determined.
For example, we all know that theft is a crime. However, we can't determine whether the actual charge is embezzlement, forgery, etc., felony or misdemeanor until such time as the FACTS are set. Same here.
