I received a notice in the mail in June 2004 from the Philadelphia Parking Authority stating that I have an unpaid parking ticket from September 2000. This was the first and only notice that I have received about this ticket. The car was not mine, but was my father's (he was letting me use it). The problem I am having is that I do not remember getting a ticket and if I did I would have paid it (I have paid other tickets). Also, my father no longer has the car it was donated to charity. It has been so long that I do not have any proof that the ticket was paid. Do I have any recourse? Is there a statute of limitations?
