trying to rectify a suspended license

I need help. I have a suspended NY drivers license......the reason why it is suspended is because of an insurance lapse. I now live in VA and I want to get the suspended license taken care of so I can get a VA drivers license. I now have insurance in VA.....I have been told that my suspension in NY would be for 421 days.....the amount of time I went without insurance. Is there any possibility I can get a VA drivers license now? Can I surrender my NY driver`s license since it is no good to me right now? Help!!

You can pay out the 421 days if I remember correctly. They charge like 8 bucks a day or something though.
