What is the name of your state?What is the name of your state? CA

We use an easement that is primarily the driveway to our home. The easement is 36 feet wide. The road is 20 feet wide with the remainder being landscaped property (16 feet). For 35 years, the people who use the easement have maintained and landscaped the easement. Now a new owner wants to landscape the 16 feet, while in the past the easement user did all the landscaping. Who's right is it to do the landscaping in the easement?
