What is the name of your state? PA
I am aware of a situation in which an attorney is threatening an adminstrative hearing officer to get her to remove herself from a case in which he is the attorney. The hearing officer had barred him for contemptuous conduct in another hearing where he engaged in physical intimidation of opposing counsel. She's told him to appeal her decision not to remove herself, and he refuses. Can an attorney act like this? What can be done to stop it?

Do you have contempt powers or any other powers inherent in the proceeding to impose discipline? The other person in question may want to file a grievance against the attorney in question with the Supreme Court of PA (or local bar association, depending on how PA handles it)
