I am aware of a situation in which an attorney is threatening an adminstrative hearing officer to get her to remove herself from a case in which he is the attorney. The hearing officer had barred him for contemptuous conduct in another hearing where he engaged in physical intimidation of opposing counsel. She's told him to appeal her decision not to remove herself, and he refuses. Can an attorney act like this? What can be done to stop it?
