I was just made aware of a situation that is kind of puzzeling me. I thought I would run it by here so that maybe someone could shed some light on it for me. It is illegal for a civilian in North Carolina to make a phone call to Michigan pretending to be an enlisted soldier?

It depends on who he called, what was said, and the purpose behind the call.
