Did the seller file a small claims case in the wrong state?

I am in Indiana.
The guy taking me to small claims is in Arizona.

I "won" on item from him on ebay.
He ships it to me without me paying.
The item is garbage, glad I didn't pay.
Seller demands payment, doesn't want the item.
I offered many times to return it, he needs to schedual a UPS pick-up.
He declines, wants payment.

Now files a small claims in Arizona against me.

Does Arizona have jurisdiction against me?
Is there a form or complaint I need to send to respond?
Do I send this to Arizona or the guy suing me?
The small claims form that was mailed to me has a response section, which shows I must pay $20 to file.

any suggestions?
