What is the name of your state?colorado

There is a judge in district court that was an attorney for a plantiff in several cases he has heard. He is clearly biased in favor of the party that he use to represent. Is there anyone I can complain to that would look into this? I always thought that once an attorney is made a judge that he can't hear any cases that envolve his clients or past clients.
