I was let go this Monday afternoon, and my boss and his boss were telling me I needed to sign a Separation Agreement and waiver of claims document that they handed me. I noticed the document has a clause giving me 21 days to consider, so I didn't sign it, and asked to look it over.

Is it typical for an employer to ask an employee to sign a release without offering me anything in return? it seems kind of stupid and I refuse to sign this garbage.

It's perfecctly normal, legal and actually done 1.000s of times a day.

It is your right not to sign it as it is their right to offer you nothing but a boot in the ass.
